State Officials Committee

To assist with administration, members of the State Officials Committee have been assigned to designated areas of Queensland. Each Officials Committee member will work with their District Officials, Presenters and Assessors and liaise with District Umpires Committees and/or Umpires Discussion Groups within their areas.

Markers, Measurers & National Umpires play an important role in allowing a match to be played safely, fairly and within the laws of the sport of Bowls.

Participants seeking a Measurers or National Umpires Accreditation MUST be physically able to kneel on the bowling surface to conduct a measure and able to stand up without physical assistance from another person(s).

National Officials must maintain a current Work With Children (WWCC or Bluecard) certification as per the Bowls Australia Safe Guarding Children and Young People Policy.

Administration Procedure Overview

1. The candidate for accreditation or reaccreditation completes the appropriate application form available on the Bowls Queensland website.
   
   
2. Bowls Queensland (BQ) verifies the details on the form and accepts your payment.
   
   
3. At this point BQ will send out the Bowls Australia Training Manual and the applicant will need to also obtain a current Law book.
   
   
4. The BQ State Officials Committee will then nominate a Presenter and Assessor (P&A) who will be responsible for the training.
   
   
5. The P&A will organise and conduct the course and assessments and forward notification of assessments to Bowls QLD State Officials Committee.
   
   
6. The BQ State Officials Committee confirms the outcome of the assessment, after which the details of the candidate are submitted to Bowls Australia and the NOAS accreditation is issued.

The role of the State Officials Committee is also to work with Regional Umpires Committee to support those bodies in their work to promote quality officiating and to liaise to arrange courses and assessments as required.

Bowls QLD Officiating Accreditation Process

The simplest and quickest way to become an Umpire, Measurer or Markers in country areas is to use BowlsLearn.

1. After submitting your application to Bowls QLD and having obtained your BA Training manual and the current Law Book, The applicant(s) will log onto the BowlsLearn site through their BowlsLink account.
   
   
2. Access to BowlsLearn
   • Click on this link to redirected to BowlsLearn
   • Head to the top right hand corner – Click the button that says Login
     • This Login will be the same as the details utilised for BowlsLink
   • Click on Course Catalogue
   • Click on the Module you wish to learn (these are self paced learning so you can start and stop and restart at any time)
   • Click on Course Curriculum – follow the instructions
   • Note: You need to successfully complete the Marker’s & Measurer’s and Umpire Modules if you want to do the National Umpire Module. There is no cost involved with the BowlsLearn Modules.
     
     
3. Once the participant(s) have successfully completed the BowlsLearn Module(s) they then must notify their nominated P&A to organise the ON-Green component of the course. The On-green component will take from 3 – 6 hours depending on the number of modules to be approved.
   
   The nominated Presenter & Assessor will liaise with the applicant(s) to arrange the time/ date and venue for the On-green portion of the course.
   
   
4. The On-green portion of the course involves:
   • The allotted P&A must sight proof that the applicant(s) had successfully completed the BowlsLearn section.
   • Completing 1 to 2 hour Face to Face sessions on the three modules to ensure the participant(s) understand the theory, plus some questions to satisfy the P&A that the participant(s) understands the duties, laws & Conditions of Play pertaining to the Accreditation(s) the participant(s) are seeking, equipment available as per the Officiating Manual (law 54) & case studies covering each module.
   • This is followed by an On Green section for both the Marker’s Module and the
     Measurer’s Module.
     
     
5. The On-Green and Face to Face session will not start until steps 1, 2, 3 have been completed.
   
   
6. The Accreditation Course must be completed within six (6) months of submitting of your application. Exemption may be granted due to Medical reasons (Medical certificate may be required).
   
   
7. At the completion of the course the P&A must send the completed P&A Advice Form to Bowls QLD Officials Committee.
   
   
8. The P&A will keep a copy of all paperwork (Accreditation paperwork & PA Advice Form) for Six (6) months.

Please Note:
The Accreditation Course must be completed within six (6) months of the application being lodged. Extension may be granted on medical grounds.

If the procedures are not followed, then the Accreditation WILL NOT be finalised.

Marker Measurer Umpire Reaccreditation 

To reaccredit follow the steps below.

1.  Complete the application form, marker measurer    marker/measurer  umpire
2.  Secretary is to complete the performance form and letter of support
3.  Send the application form, performance form, payment and letter of support to Bowls Queensland.
